Welcome to Public Service Social Security Fund

The Public Service Social Security Fund is a social security scheme established by Public Service Social Security Act of 2018. The main purpose is to collect contributions and payment of terminal benefits to employees of public service.The act shall apply in mainland Tanzania.

Members of the PSSSF

  1. Employees in the public service employed after the commencement of PSSSF Act.
  2. Employees who are members of the former schemes at the time of commencement of the PSSSF Act.
  3. Employees employed after the commencement of the act in any specified corporation (company or corporation where the government or its agent owns more than 30% of the share)

Board of Trustees

Eng. Musa Iyombe

Chairman

Eng. Mussa I. Iyombe is the Permanent Secretary to the President’s Office, Regional Administration and Local Government (PMO-RALG) since December, 2015 in the Government of the United Republic of Tanzania. He is a holder of a Bachelors of Science in Engineering (Civil) degree from the University of Mysore, India and Master of Science in Engineering (Civil) from New York, USA.

Dr. Aggrey Mlimuka is the Executive Director of Association of Tanzania Employers (ATE) since January 2006. Dr. Mlimuka is also an Advocate of the High Court of Tanzania since December 1989 and a Senior Lecturer in Law, at the University of Dar Es Salaam (on leave of absence). He did his LL.B & LL.M studies at the University of Dar Es Salaam in 1983 and 1986 respectively. He later did Postgraduate Diploma in International Law and Organization for Development at the Institute of Social Studies, The Hague, 1989 and thereafter LL.M (magna cum laude) at the University of Hamburg, 1992 and Dr. Jur (magna cum laude) at the University of Hamburg, 1997.

Ms. Leah Ulaya the President of Tanzania Teachers Union (TTU). She is member of Investment Committee. She serves as a member of PSSSF Board of Directors and a member for Committee responsible Investment. Ms. Ulaya holds a Grade ‘A’ Teachers Certicate from Kasulu Teachers College, Diploma in Education from Tabora Teachers College and a Bachelor of Education from Open University of Tanzania.

Mr. Jacob C. Mwinula is the Acting Head of Persons with Disability Unit Prime Minister’s Office, Labour, Youth, Employment and Persons with Disability from December 2017. Mr. Mwinula is a PSSSF Board Member and a member to the Finance and Planning Committee of the Board. He holds a Bachelor of Laws Degree (LL.B) from University of Dar Es Salaam and a Postgraduate Diploma in Legal Practice from Law School of Tanzania. He is an Advocate of the High Court and Courts Subordinate thereto, saves for Primary Courts.

Mr. Henry T. Katabwa is the Director of Regional Administration and Local Government Presidents Office-Management Services Division since 2013. Mr. Kataba is also the Chairman of Finance and Planning Committee and a member Legal, Human Resource and Administration Committee at PSSSF Board. Mr. Katabwa holds an Advanced Diploma in Public Administration (ADPA) from Mzumbe University-IDM, Master’s degree in Public Administration (MPA) from Mzumbe University and thereafter he did Qualifying law for Administrative officers by Tanzania Public Service College (TPSC), 2004.

Mr. Rashid M. Mtima is the General Secretary, Tanzania Local Government Workers Union (TALGWU) from September 2016. He serves as PSSSF Board member and a member to the Finance and Planning Committee together with Legal, Human Resource and Administration Committee of the Board. Mr. Mtima holds Bachelor of Science in Urban and Rural Planning University of Dar Es Salaam and a Certificate in Managing Cities in Developing Countries, Environment and Infrastructure Framework, Human Settlement Management Institute, New Delhi, India. He is a Registered Town Planning Officer, Reg. No. 0159-10810 - June, 2011.

Ms. Stella-Emma Katende is the Finance and Administrative Manager of Social Action Trust Fund (SATF) since 2007. Ms. Katende is a PSSSF Board Member and the Chairperson of the Audit and Risk Committee. She is also a member of Finance and Planning Committee to the Board. She holds a Bachelor of Accounting degree from the University of Dar Es Salaam. She is a CPA holder from National Board of Accountants and Auditors (NBAA), Tanzania and a holder of an MBA, Governance Degree from ESAMI.

Ms. Susan B. Kabogo is the Principal Finance Management officer 1 in the Ministry of Finance and Planning-Government Budget Division. Ms. Kabogo is the Chairperson of the Investment Committee and a member of Audit and Risk Committee at PSSSF Board of Directors. Ms. Kabogo holds BA (Hons) Economics degree from Aligarh University, India and MBA (General) from Sunderland University (UK).

Mr. Thomas C. Manjati is an entrepreneur specialized in agriculture and animal husbandry after retiring as seasoned banker. Mr. Manjati is a PSSSF Board Member and a Member of Finance and Planning together with Audit and Risk Committee of the Board. He holds an Advanced Diploma in Marketing from College of Business Education.
